A GREAT deal has been written to the prejudice of the
commander, the officers,
and the
soldiery
of this
Force : what the motives are that have led to this
indiscriminate condemnation it is needless to try and
explain- it is sufficient that such has been the case ;
and, as one of the officers of that Force, I am desirous
of putting before the public some facts regarding its
formation and organization , that those who wish to
come to a fair judgment regarding it, may hear both
sides of the case.
I do not say that in the difficult
task of raising this Force no faults or errors have
been committed — such perfection is not to be found in
human arrangements ; but I feel confident that any
one who will be at the trouble to read the statements
I am about to make, will acknowledge that great
